Will FI make any difference if user is on dial-up? Have Win98se on 56k dialup that seems to run about 20-28k.

Tried it in all three suggested ways, best improvement was from 28 to 31kb. Guess I really need broadband for a real improvement and I can't afford that. Such is life. Thanks for your comments.

I asume "Farmer" is your ocupation rather than your name..
I comment on that because if you are on Dial-up out in the Great Plains or some hinterlands ,here in the States;Sometimes being(effectively)near the end of the phone line will denude the signal strength and line voltage enough to limit the modem speed attainable by your 56Kbs modem..
Also some ISP,in sparsely populated areas actually split the available 64Kbs(potential)bandwidth in two..This would mean you could get only a top Modem speed of 32Kbs..
I know of some doing this around here;Like at my friend place over in Bunker Hill.
This irritates me somewhat but the ISPs' number of customers and line availability may make it a necessary evil..Course the ISP could be profiteering too..
Of course it would'nt do for one to walk around with a "kink in ones kecks"over Bunker Hill..Eh What!
If you occassionally get Modem speeds appreciably above 32Kbs;It is more likely the first scenario -of weak/distorted signal strength..
You may ,possibly, benefit by placing filters at every phone jack EXCEPT the one going to your Modem..The idea being to get some distortion leveled out leaving maximum cleaner bandwidth for the modem signal..
There may be a switch(check box) in your modem properties called somthin like"Required to connect"
Uncheck this box if it exists....
Check the box for "Compression"...
If you never see anything over 32Kbs and ISP might be halving the Bandwidth;I don't know anything you can do about that..I'd start by emailing (some charge $1.98/min+ for phone tech)the ISP and asking them..Could be another local ISP provider who gives full 56K potential..
Round here a lot of the neighbors have one of those rectangular parabolic antenii up on their tower or barn or silo...I believe these babies make a bee-line for a cell tower and run at about 750Mbs(1/2 T-1 Trunk speed...
Bout $59.95/month-give or take..

Hi Farmer; I had the same set up as you describe before recently getting some new kit. For a year I used - http://www.onspeed.com/ - and can say that, for me, it did exactly what they claimed. I was impressed. Check the exchage rate though - it might prove better to be billed in £ rather than $.
