We'll check it.
Even if a program is uninstalled, traces of it - registry/file entries - still remain. The Plugin module checks certain entries related to a particular program to detect its existence. If the uninstall process does not remove such an entry, then the related program will be assumed as available.

Are the current versions of Ace Utilities and System TuneUp compatible with Windows 10?

Testing is being done with the current version of Windows 10. Hopefully, a release will soon be available.
