Erase Your History > Options > Delete index.dat file

I have been looking at the settings under:
Erase Your History > Options

and it has the option to tick the box:
Delete index.dat file in the cookies folder if the 'Delete Locked URL cache' option under Internet Explorer page is checked marked.

But under History Cleaner > Internet Explorer / MSN, there is:
Delete Locked URL Cache Files (index.dat) (needs reboot)

So my question is what does the following do?
Delete index.dat file in the cookies folder if the 'Delete Locked URL cache' option under Internet Explorer page is checked marked.

The 'index.dat' file in 'Cookies' folder refers to the 'index.dat' file in 'Documents and settings\%userprofile%\Cookies', whilst locked URL cache file refers to the one (hidden) in 'Documents and Settings\%userprofile%\Local Settings\Temporary internet files'. Both are different files.
