tmp files

Can tmp files be removed safely? I ran junk file scan and it listed a lot of tmp files. How does Ace Utilities determine that any critical data has not been stored in the files by some program(some programs do that I think) ?

Junk files are created by almost all of the Windows applications you use. In ideal case, these files should be deleted by the program that created them in the first place. Some of the results of having junk files are dramatic reduction in system performace, consumption of hard disk space sometimes upto hundreds of megabytes, system crashes etc. So, removal of temporary files is safe and also essential to keep your system in good condition.
If you don't want to delete the files, then you can move the files listed by Ace Utilities to a folder you specify. Check the 'Options' section of Ace Utilities. Later, if you choose, you can restore file(s) from this location using the 'Restore' feature of Ace Utilities.
To scan for such junk files, Ace Utilities use a fast and effective scanning process and to explain it here in detail is not easy. I would suggest you read the comprehensive help provided with Ace Utilities.

No program will keep important data in temp files in the temp folder. If the tmp file is in any other folder, then may be it is needed ; but then, the program author is a fool to name it *.tmp
If the file is in a temp folder, then there is nothing to worry.

I have sent my tmp's to the recycle bin. Does deleting them from the bin affect system performance or should I just leave them there?

Deleting those temp files from the recyle bin won't have any affect at all on your PC's performance!
