RegBak folder name confusion on Vista system

I have the Acelogix Regbak installed on my Vista SP1 x64 Business system and it works great. One question however.
There is a folder named RegBak that is located in C:\Windows\System32\Config. Is this folder created by the Acelogix tool RegBak? I know the folder RegBak at C:\Windows is part of the tool.
If the RegBak folder at C:\Windows\System32\Config is not part of the Acelogix tool RegBak, but is part of Windows Vista itself, I urge AceLogix to rename the tool and also the folder at C:\Windows to avoid confusion. A suggested rename is:
Tool = AceRegistryBackup or AceRegBak
C:\Windows folder =AceRegistryBackup or AceRegBak
The reason: If a user deletes any of the files in the RegBak folder at C:\Windows\System32\Config, it will cripple the system to the point the system will not even boot.
