The 'Clean Temp Folder' option is for cleaning all files in the temp folder of the current user. For example, in XP, if your user name is 'emilemma', the temp folder might be
C:\Documents and Settings\emilemma\Local Settings\Temp
This option cleans all files in the temp folder. But if you uncheck the
'do not use ignore list while scanning the temp folder', the ignore list will be used to ignore files in this folder. But in most cases, this option can be left check marked.
