I have two suggestions that are derived from my post in Troubleshoot Problems (topic: "Ignore List Editor for the C:\Windows\Temp folder"):
1- The Exclude Always option should work for files of "C:\Windows\Temp".
2- It could be good that Remove Junk Files tool to have an option where FOLDERS in "C:\Windows\Temp" could be deleted.
